Online Game....Need Help !!

Thinking of starting an online game and whilst in the planning stages i was thinking what would work better, a City game or a Winter Court to begin ? Also..what should be avoided and encouraged..

Any ideas and thoughts, offers of help would be great !

Player Characters would start at Rank 1with most classes and clans being acceptable ( with the odd exception ). The setting i am leaning on is a Winter Court held in Ryoko Owari with areas of the city being listed to " wander " in .

Characters would be submitted to the Gm's for approval and then once approved then you will be able to roam the forum and the chat page..

Here is another question. Are you going to want the party to work as a group or be able to play against each other. Are you planning on useing the L5R rpg 3rd Editon Revised?
