I believe they serve a purpose as a part of the empire and are not considered to be under the same law as the lost are. Tainted people have been permitted to live in the empire for centuries, as long as they make their corrupted status well known to their superiors and they live under the stringent laws and scrutiny of the witch-hunters.

I'm not sure...all the players at our towns only game shop really have no idea what's going to go on. There's speculation that Daigotsu's going to try and use the voice of the emperor to eradicate the lion and whatnot...but I don't know if that'll happen. All I know is that Naizen grew a pair and is better.
